Draft Minutes - FC Bozeman Special Board Meeting – August 26, 2002

·        President’s Report –Tim Owen

o        Tim attended the State meeting over the weekend – gave brief highlights of that meeting, especially items concerning FC Bozeman.  The sessions that Tim attended were Leagues, Schedules, & Tournaments and Coaching Development.  We are correct in Tim’s mind of wanting to extend the club season.  The state is going to an extended season – start later and end later.  Many changes under discussion.  There is discussion for changes to State Cup and Montana Cup.  Considering “League Champions” to be determined by win/loss record.  A team could be League Champ and not State Champ – wouldn’t have to go to State and be committed to going to Regionals.  If you go to State as a State Cup Qualifier, you must be prepared to go to Regionals.  If you win, you go!   Because of the formation of League Champs, on a weekly basis all teams will have to have accurate statistics submitted to the state for seeding purposes. 

o        Another issue pertinent to us will be that in 2003, U11s will be 8v8.  In 2004, both U11 and U12 will be 8v8.

o        The issue with Ric Plante was not brought up.  There has been ongoing discussion of Ric being MYSA State Coach and an FC Bozeman coach.  John Hollow thinks he cannot both coach locally and be state coach.  Tim O. has asked that this issue be resolved by September 1.  To date, Ric has not missed any of his coaching development commitments.  Tim will email John Hollow and make clear that he feels that there should be FC Bozeman representation at the State Board meeting when this issue is discussed.

o        Ric needs to hold a “D” Coaches’ Clinic.  He needs 10 bodies for the clinic.  He will have to go outside of Bozeman to get participants.

o        According to Bill Cathey, this was the worst year for misbehavior from all sides – parent/player/coach.  From Tim’s standpoint as a ref, the parent issue is a big issue.  He is suggesting Zero Tolerance – we will have no tolerance for this behavior.  Maybe the creation of another volunteer position would help.  In addition to a Field Marshall, there might be a Parent Manager for each team who goes to the misbehaving parent to resolve the problem. 

o        Tim volunteered Bozeman for the January State Meeting – January 11 and 12.

o        For Regionals in Hawaii, the state is planning on chartering two planes – enough room for 12 teams of 25 for about $650 per person - six teams each Men and Women, U19 down.

o        The announcement for the Annual Meeting ran for the first time in the Sunday paper.  It will be run several more times prior to the Annual Meeting on September 18.  A letter is also going out to each member so that everyone is fully aware of the meeting, the late fee of $20.00 for any registrations received after September 18, and the registration deadline of October 15.

o        We must resolve club fees and volunteer bond.  It would be wise to look at the budget before we set fees.

 

• Jeff Pearce presented the 2003 Budget recommendations as part of the record.
  • Review and discussion.

 

• Carson made a motion to increase registration fees by $10.00 and add $100.00 volunteer bond per member.  U11 will also be increased by $10.00, and all U11’s – whether first year player or second year player – will pay the same fee.
  • Discussion – How to enforce and track the volunteer bond.  Logistics would be phenomenal.
  • Discussion – Raise fees $20.00 for everyone.  Make a statement at the Annual Meeting that the idea of a volunteer bond was discussed, but for now the idea was rejected.  The board decided to attempt tracking volunteer time.  But if volunteerism remains low, we might have to implement the volunteer bond in the future.
• Original motion withdrawn.

 

• MSP – The Board will increase fees $20.00 per player ($195.00 for U11 and $275.00 U12 and up).  U11s across the board will pay $195.00 whether first year or second year.

 

• Motion – Establish a five hour volunteer time commitment per player thru volunteer voucher program.  Volunteer time is performed by either the player or the parent.  Ten hours for family max.
• Discussion of motion.  Vote – 3-3.  Motion failed.

 

• For the Annual Meeting, volunteering and fund raising will be addressed.  Bill Locke will discuss the Budget first and then Volunteering.  Dave Bowen will do Fund Raising.

 

• Bill Locke has volunteered to be Club Treasurer.
  • Discussion.
• MSP – (4-1, 3 abstain) – Motion to replace Jeff McGuire with Bill Locke as the new Treasurer.
  • Bill will get the computer software from Jeff.  Jeff’s name needs to be removed from the checking account.
  • Budget Committee discussion.  Carol O’Neil would prefer not to be chairman.  The Budget Committee will work this out.

 

• MSP – Move that we thank Jeff McGuire for the work he did for the Club.
  • Friendly amendment – The Club will give Jeff a $50.00 gift certificate to Louie’s.

 

• Annual Meeting –
  • The Annual General Meeting of the Club is also a Board Meeting.  There will be Committee Reports.  These will be very brief and include an overview of the Club season.  Tim has transparencies for the reports.  The Heads of Coaches will be there and as many coaches as possible.  The HOCs will each give brief reports.  We will have the meeting first.  Any questions raised during the meeting will be noted and then addressed after the meeting.  We want to get through the Club Overview first for the new members present, then we will do a Question/Answer period.
  • The chairs of each committee will get their overviews/outlines to Tim by September 7.   There should be a five minute cap on each presentation.  At the registration table Tim would like to have available for each member – new policies, parent player forms, and stickers for payment reminders.
  • It was suggested that we should have a form ready for registration to get e-mail address and cell phone numbers.  We also need to know dates of tryouts.

 

• Policy Committee – Rick Sojda
  • The Policy Committee has been working on these proposals since the last meeting:
  • Policy on Complaints
  • Position Description of the Head Coaches
  • Contracts
  • List of Standing Committees
  • A copy of each of these was presented as part of the record.  The board members were asked to take each of these home for review and then be ready to vote on each at the next regular meeting – September 4.

 

• Tim asked Bill Locke what the status was of a new name for the club.  Bill suggested that we announce at the meeting; then folks could send in suggestions.  There could be a vote and a selection of a name by the beginning of the competitive season.

 

• Discussion of grievance policies.  Copies of MYSA Grievances, Disputes & Appeals and Disciplinary Actions were submitted as part of the record.
