98% of parents do not know enough about soccer to be evaluating coaches.
Discussion of changing the structure of coaching: There will be two head coaches Mens, Womens with coaching staff under them. The head coaches will be higher license, more experienced. They will hire their staff of coaches. Responsible to see that the coaches under them are trained. Minimum E license. Most of the training will be done in town, paid for by the club. End result will be organized unit of teams with qualified coaches. Head coaches would also coach team during season. During the off- season, head coaches will look at deficiencies how to correct them. This will be a year round job to increase coaching quality in the community. We must develop teams as well as developing coaches to make the whole club stronger. With this system parents will no longer be picking coaches. The training would not only improve the coaches ability to teach soccer skills to the kids, but help the coaches learn how to handle the kids be able to work with and understand them Deal with Kids, Good Coaching, Teaching Skills, Sportsmanship. There is a big disparity in our coaches across the club this will be a means to correct this. Minimum requirements of head coaches Minimum C License; Experience number of years coaching, different groups ODP, State Coach, College; Philosophy How they would develop the different coaching levels; Competition Committee evaluation. Tim Owen said that the success of the plan depends on the people who are put there odds of success are tremendous. This is the single largest turning point of the club.
Questions:
· Re: require license for second year of coaching? (discussion concluded that, with clinics available, coaches should be able to have at least an E for their first year)
· Re: should head coach coach a team? (conclusion yes most would want to)
· Re: coach staying with team (some coaches might be happy and comfortable with a new team each year at the same level, others would want to move up for a couple of years, then cycle back. Both should work.)
Dave would like the total coaching budget for the Club to be $28,000/year, an increase of $10,000. Discussion followed. Dave Bowen made the motion that the coaching structure be approved dependent on finding the qualified individuals for the positions and agree to pay a maximum of $5000 apiece. Kate Beck seconded. There was more discussion about where to get the money to cover.
MSP to go ahead with finding the head coaches with an $8,000 increase in the coaching budget.
·Formation of Teams Bringing in players from other towns. Discussion.
M, S Follow state and allow migration. Discussion.
New Motion MSP - Follow state language for U15 and above. U14 and below competent local players (within ~100 miles without a comparable opportunity to compete) cannot be cut, but could be placed with a developmental team. Discussion this could bring in enough players for second team in same age group.
This policy change must be changed in By
Laws.
·Placing Players Item 1 qualified coaches will be selected in advance by head of coaches.
MSP Players will be evaluated by at least three coaches who are selected by one of the Club Head Coaches or the coaching committee.
·Moving Up of Players Motion - No playing up U11-U14. Discussion Table this motion. We will have new coaching situation. Address this issue later after head coach issue taken care of and moving up will be approved by Head Coaches. Motion withdrawn.
·Grievance Policy How to handle parent removed from game. Discussion.
MSP If a parent is sent off of the field, the parent can not attend the teams next game. If the parent does not sit out, the player of the ejected parent does not play. The parent has the right to appeal during the week following the game.

Concern for having to replace uniforms. Tremendous expense for majority of club families.
Steve Birrell will be in charge of preparing a formal bid to MYSA, if approved by the Board, for Bozeman to host the Snickers Cup.
Ref clinic November 9 and 10. Re-certification clinic will be the following week.
Need an assigner and have guidelines for assigner. Assigner should be affiliated with the club. Should go to assigner certification training. Need more control in developing referees. Need larger pool of qualified referees. Need a more club biased assigner so that refs get more, better and advanced games. Ref committee will make recommendations to board for new assigner.
